Consultation Response - Public Service Reform Committee Pre-Budget Scrutiny

Culture Counts has responded to the Scottish Parliament Public Service Reform Committee's inquiry, Public Service Reform: Pre-budget scrutiny 2027-28. 

PSR is a critical moment for culture, which holds significant untapped potential against the agenda's long-term aims. As a preventative intervention, culture has a proven ability to contribute to better outcomes at lower cost. At the same time, immediate cuts or workforce reductions pose a real threat to the sector's continuing operations, let alone their capacity to contribute to the long-term future impact that PSR aims to deliver. 

Our response was largely informed by a core members event on 6 August, which featured an opening address from Maree Todd MSP, Minister for Mental Wellbeing, Public Health, Sport, Alcohol and Drugs, and contributions from panellists Stephen Boyd (IPPR Scotland), Amina Shah (National Library for Scotland) and Billy Garrett (Glasgow Life). It was also informed by wider conversations we have been part of over the past few years.
